Description

Description

Katy ISD has been engaged in a decades-long financial partnership through a Tax Increment Reinvestment Zone (TIRZ) established over 22 years ago. The TIRZ mechanism allowed the district to sell $25.6 million in tax-exempt bonds used to construct facilities such as the Leonard Merrell Center built in 2002. The partnership involved using the growth in property tax revenues within a 430-acre zone around Katy Mills Mall to fund public projects, including school facilities, road and utility upgrades, and infrastructure expansion. The district made its final payment in March 2025, closing out its financial obligations, with $17 million still available for capital improvements within the zone.
