Description

The project is to develop, design, finance, construct and provide services for the Kayseri Integrated Health Campus located in Kayseri, a town in the mid-Anatolia region of Turkey. Total project cost is estimated at EUR 420 million. The proposed IFC investment is a EUR 35 million A loan for IFC’s own account. The project is one of the first Public Private Partnerships (PPPs) in the Turkish healthcare sector and is part of the Ministry of Health’s Health transformation program aiming to (i) renovate the insufficient healthcare infrastructure that is unable to meet the increasing healthcare demands, (ii) consolidate small state-owned hospitals under one campus, and (iii) increase service quality and efficiency in state-owned hospitals. The project is being developed by a consortium via a Special Purpose Vehicle called ATM Saglik Kayseri (ATM), the project company for the construction works and the provision of products and services for the Kayseri Integrated Health Campus Project. ATM is a joint venture between a leading Turkish construction company YDA Insaat Sanayi Ticaret A.S. (YDA Group, 75 %) and INSO Sistemi Per Le Infrastrutture Sociali (INSO, 25 %) and leading Italian hospital operator, with the YDA Group as the leading partner. The Kayseri Integrated Health Campus will cover 46 ha and includes a 1283 bed main hospital as well as a 200 bed rehabilitation hospital, a 100 bed high security psychiatric hospital, an administration building and a technical service center. Currently there is a waste collection center and interurban bus station to the south, and some arable land to the north and the west. There will also be commercial areas inside the hospital including shops, restaurants, banks, hairdressers, and a bookstore, as well as an entertainment center and sports center. There are no residential areas adjacent to the project site. The planned construction period is three years, to be followed by operational period of 25 years. The Ministry of Health will move three existing public hospitals of total bed capacity of 1423 beds to the newly built premises and will continue providing clinical services. As part of the project, the consortium will provide support to clinical services including laboratories, imaging, sterilization and disinfection and rehabilitation.
