Senior unsecured loan of up to EUR 297 million equivalent to be disbursed in KZT, USD and/or EUR to KEGOC.  The loan proceeds will be used to finance integration of the West electric power system zone (“West Zone”) with the Unified Power System (the “UPS”) of Kazakhstan (the “Project”), to deliver a resilient and efficient energy system, while accelerating the decarbonization of the energy sector, accounting for 80 per cent of the country’s carbon emissions. The proceeds of the Bank's investment will be used as follows: The proposed infrastructure will connect totally isolated West Zone with the Unified Power System of Kazakhstan with a new 670 km line, significantly enhancing the system's flexibility by allowing inter-regional electricity transfer, supporting the system security and accelerating the decarbonisation of energy sector. Implementation of the Project will also enable connection of the recently announced c.12GW renewable energy sources and up to 1.5-1.8GW/3.0-3.6GWh battery storage fleet to be installed by 2030, ensuring secure and uninterrupted clean electricity supply. The existing aged and isolated grid poses significant challenges to electricity supply decarbonisation and effective renewables integration. Achieving carbon neutrality is impossible without ensuring a reliable and uninterrupted supply of essential clean energy services to both the population and businesses. Networks and storage represent 32% of all global net-zero investments. The Project is expected to result in significant environmental benefits through increased efficiency of the national grid operation, associated reduction of transmission losses, and CO2 emissions.
