Description

In April 2005,Public Works Department (PWD), Government of Rajasthan signed a 7 year concession contract (including 9 month of construction period) to India’s A.K. Duggar & Company to strengthen the 18 km section on Other District Road 12 (ODR 12) between Kelwa and Amet in the state of Rajasthan. Under the contract, A.K. Duggar & Company was responsible for the rehabilitation, finance, operation and maintenance of the existing two-lane highway with paved side shoulders. The project was expected to ease traffic congestion and give significant stimulus to trade and commerce in the entire region. A.K. Duggar & Company won the tender through competitive bidding, conducted by PWD, Rajasthan, by requesting the lowest concession period of 7 years. The SPV was to recover the capital costs and operating costs including returns through tolls during the concession period (excluding construction period). The concession agreement for the project was signed in April 2005. The total capital cost of the project was estimated at US$ 1.5 million. Construction on the project began in April 2005 and was expected to be completed by December 2005.
