The company was created as a joint venture between Millicom International Cellular (55%), and a local radiotelephone company. In its first year, the venture managed to subscribe around 1000 people. The Ministry of Communications have issued a total of three licenses for the Kemerovo region. Kemerovo Mobile Communications operated under Bee-line and FORA brandname.
