Kenya Cash Transfer for Orphans and Vulnerable Children

The project development objective of the Cash Transfer for Orphans and Vulnerable Children (CT-OVC) Project for Kenya is to increase social safety net access for extremely poor OVC households, through an effective and efficient expansion of the CT-OVC Program. There are two components to the project. The first component of the project is policy development and institutional strengthening. This component will contribute to strengthening the Government's capacity to develop social protection policy, coordinate social protection interventions, and manage the CT-OVC Program at national, provincial, district, and local levels. The project will also improve governance and accountability through the implementation of awareness campaigns, a communication strategy, and enhanced oversight and accountability mechanisms (including spot checks and citizens' score cards). It will also improve information and financial management, and monitoring and evaluation. The second component of the project is program implementation in selected districts. This component aims at using CTs to strengthen the ability of vulnerable households to protect and care for OVC, ensuring that orphans stay within their communities and can be cared for effectively. It also aims to promote investments in human capital of the extreme poor population in the medium-term, while reducing the poverty gap in the short-term.
