To improve private sector access to markets and finance to create and improve jobs.This will be accomplished via 3 main components:1. Component 1: Strengthening Business and Investment Enabling Reforms - This components will target government failures in the business regulatory and FDI environment via diagnostics related to risk-based regulatory approaches and FDI policy and promotion at the national, county, and value chain levels, followed by support for implementation of the key resulting recommendations.2. Component 2: Enhancing MSME Cluster Competitiveness - This component aims to strengthen the competitiveness and market access of MSMEs via technical assistance to the government on cluster development best practices, provision of business development services (BDS) for MSMEs, and targeted co-investments in machinery and equipment for MSMEs.3. Component 3: Scaling Up Green Financing and Strengthening Climatic Resilience for SMEs - This component will mobilize green private capital by supporting the setup of a Green Investment Fund for making patient capital investments for climate adaptation and mitigation as well as by supporting MSME climatic resilience through provision of liquidity linked to pre-defined objective climate shock triggers.
