Cambodian developer Khmer Electric Power Co. (KEP) began a 32 MW oil-fired private power plant to supply electricity to Phnom Penh. The project was announced in September 2003, when KEPC signed an 18-year power purchase agreement for 32 MW with Electricite du Cambodge, the state-owned utility operating the national grid. The PPA average price of US$ 8.1 cents/kWh was expected to be much lower than that from other private power plants in Cambodia. KEP is a subsidiary of the Anco Group (Cambodia). The project cost US$ 25 million, and financial closure was reached in February 2004. In March 2005 construction was completed on the initial 32 MW plant, followed by the announcement of a planned expansion to 48 MW to be completed in July 2006. http://www.ancoholdings.com/ None
