Description

In 2009, the Bangladesh Power Development Board (PBDB) awarded approximately 14 rental projects under the "quick" rental program which did not require a formal tender, and were unsolicited proposals. The QRPP projects were supposed to add about 1,000 MW of electricity to the national grid. The Khulna 55 MW Quick Rental Power Plant was awarded to Aggreko Plc [United Kingdom]. The plant began test operations in July 2010 and was operational as of November 2010 according to the PBDB electricity generation report. The toal project cost was estimated at US $13 million. To calculate this estimate, first the investment's present value (PV) was assumed by multiplying an assumed investment per kilowatt (US$600) by the plant’s installed capacity. The PV was then used to find an annual amortized payment, assuming 15 years as the expected asset life and a discount rate of 10%. This annuity payment was then multiplied by the term of the rental contract in years, giving the sponsor’s total estimated investment. Still operational in December 2012.
