KI: Telecommunications and ICT Development Project

The objective of the Telecommunications and Information and Communication Technologies (ICT) Development Project for Kiribati is to strengthen the legal, regulatory and institutional environment, enabling transition to a market-driven telecommunications sector and facilitating improved connectivity for the outer Islands. There are four components to the project, the first component being ICT policy and legal support. This component includes: ICT policy review and coordination; Telecom Services Kiribati Limited (TSKL) transformation; and legal and regulatory advice. The second component is the ICT regulatory support. This component envisages a medium-term program of technical assistance and capacity-building (including on the job and formal training) for the Telecommunications Authority of Kiribati (TAK) in the following areas: new market entry; general regulatory support; technical management and training. The third component is the outer islands connectivity. Finally, the fourth component is the project management.
