Kiribati Second Resilient Growth Development Policy Operation with a Catastrophe Deferred Drawdown Option

The development objectives and pillars of the Second Resilient Growth Development Policy Operation (DPO) with a Catastrophe Deferred Drawdown Option for Kiribati are to support the Government of Kiribati’s (GOK) reforms to: (i) strengthen fiscal management, and (ii) promote inclusive and climate-resilient economic development. Strengthening fiscal management and promoting inclusive and climate resilient economic development are closely aligned with the GOK’s key priorities. The prior actions in this DPO draw on lessons learned in previous Kiribati lending operations and from previous Catastrophe Deferred Drawdown Option (Cat DDOs) and include: (i) support should be coordinated amongst development partners; (ii) reforms should be spread across ministries to avoid overburdening any single one; (iii) technical assistance is needed to build capacity and improves the probability that reforms are successfully implemented; and (iv) reforms should be sequential, to help ensure they become embedded.
