Description

In July 2000, China Electrical Power Technology Import-export Company (CETIC), a Chinese state controlled company was awarded a 32 year agreement to rehabilitate and operate the Kirirom 1 Hydropower Station in Cambodia. The project included a 120 km long 115KV transmission line to Phnom Penh. The total investment was 20 million US$ and CETIC owned 100% of the project. The total capacity of the hydropower plant was 12MW. The Kirirom station was first built with aid from Yugoslavia but was destroyed during the civil war in the 70s. The station is located 110 km southwest of Phnom Penh. Total cost of the project was estimated at US$26 million. CEPTIEC was the main investor in the project and would invest US$20 million. Financial closure was reached in January 2001 between China's Export and Import Bank (Eximbank) and CEPTIEC. The PPA was signed in September 2000. Electricite du Cambodge would buy electricity from the project at .07/kWh for the first 12 years and at .0617/kWhr for the remaining 18 years. The project entered operation in mid-2002. In february 2008, CEPTIEC was awarded a 33 year agreement to build and operate the 18 MW Kirirom No.3 Hydropower Station in Khett Kaoh Kong, Cambodia. This project was an expanion of Kirirom No.1 Another PPA agreement was signed with Electricite du Cambodge for the electricity output of this plant. The total project cost of Kirirom No.3 was US$47.1 million. Construction started in 2008 and plant was expected to be operational in 2012. Kirirom 3 became operational in February 2013.
