Workers have stopped progress and are undoing work while awaiting a permit from the Federal Aviation Administration, which is withholding permits to ensure national security and military operations are not hindered. The project has been stalled, resulting in nearly 40 workers being sent home. The tax revenue was intended to fund local services, including the ROWVA Community School District, which anticipated about $1 million annually in tax revenue initially, decreasing to $400,000 after 20 years. The district had planned for this revenue in its budget and had bonded and spent reserves accordingly, but the delay means improvements may be postponed for years. |
