Kokomo Combined Sewage Overflow (CSO) Elimination Project

The project involves the elimination of a large combined sewage overflow (CSO) running under Washington Street at Foster Park by installing a larger sewer pipe from the CSO to the wastewater treatment plant, following the path of the Wildcat Creek. This is part of the federally mandated wastewater control improvements required by the EPA and IDEM to reduce untreated sewage overflow into the creek. The project is part of a long-term control plan to eliminate CSOs, with a cost estimated between $24 million and $32 million. The city plans to finance the project through municipal bonds and sewer rate increases.
