Akkoy Enerji was a subsidiary of Kolin Construction. Annual output was estimated at 872.5 GWh. The developer received a 49 year BOT concession for the project from state water authority DSI. Construction started in 2007 and commissioning was expected in 2012. Equipment was supplied by Voith Siemens under a EUR36 million ($47.9 million) supply contract from 2009. As of 2013, the project was still reported as "ongoing" by the construction company.
