Kosovo Education System Improvement Project

The objective of the Education System Improvement Project for Kosovo is to strengthen selected systems that contribute to quality, accountability, and efficiency improvements in education in the Republic of Kosovo. There are three components to the project, the first component being enhancing strategic planning, financial management, monitoring and decision-making in the education sector. This component is divided into three sub-components, as described below, and covers: (i) the national level through the MEST, (ii) the municipal level through Municipal Education Directorates (MEDs), as well as (iii) schools and universities. The second component is the Strengthening management capacity and accountability to enhance quality of education. The objective of this component is to support and institutionalize the teacher career system, and facilitate the use of international best practices in assessing the quality of education. Finally, the third component is the Implementation and Communications Support. The objective of this component is to provide adequate support for project implementation. To this end, the subcomponent would finance consultant services, non-consultant services, training directly related to project implementation and operating costs for the Project Coordination Unit (PCU). It will also support communication, including workshops, communication materials, and outreach events to key stakeholders, beneficiary communities, and the public at large.
