Kosovo Renewable Energy Preparation Support

This small grant project in a recipient-executed (RE) structure will carry out preparatory technical studies (including geotechnical, seismic, hydrological assessments), a wind measurement campaign, and a preliminary Environmental and Social Impact Assessment (ESIA) for potential wind power development on two sites in Kosovo (with an expected combined capacity of 200MW). These technical studies, terms of reference, work plans or other documents defining the scope and outputs of technical assistance activities will be drafted so that the advice and other support provided is consistent with World Bank Environmental and Social Framework. As the sites will be prepared for development by private companies, the documentation will comply with the standards required by high-quality investors. In addition, the proposed activity will (i) enhance the capacity of the line ministry (Ministry of Economy) to prepare additional wind energy projects; and (ii) support project preparation costs. The project is expected to be funded by an Energy Sector Management Assistance Program (ESMAP) grant. The RE project is integral part of a comprehensive TA program that aims to facilitate the preparation of a competitive tendering process for RE development in Kosovo. A complementary Bank-executed (BE) activity will be linked to this project, also funded by ESMAP. The BE part supplements the RE project by implementing early preparation studies, including logistics and topographic surveys, which in turn are procured under a World Bank global framework contract. The division of technical work between the RE and BE components was agreed with ESMAP and corporate procurement. The deliverables and budget only concern the RE components.
