Description	Kounoune Power or the project company is to develop, construct, operate and maintain a 67.5 MW Heavy Fuel Oil (HFO)-fired diesel power generation plant located at Kounoune, about 23 kilometers east of Dakar, in Senegal. The project is to be developed as an Independent Power Producer (IPP) selling power under a 15-year Power Purchase Agreement (PPA) to Société Nationale d’Electricité du Sénégal (Senelec), Senegal’s state electric utility, which will be the sole offtaker of the project. The PPA was executed by and between the project company and Senelec on February 5, 2005, and entered into effect on February 28, 2005. Senelec’s obligations under the PPA are guaranteed by the Government of Senegal (GoS), also executed on February 5, 2005.
