Description | The proposed BRT-based mass transit system in the Greater Kumasi Metropolitan Area(GKMA) is aimed to: (i) address urban mobility, connectivity, and accessibility challenges; (ii) decarbonize the urban transport sector to reduce GHG emissions and mitigate/adapt to climate impacts; (iii) ensure an inclusive, equitable and sustainable mobility to all; and (iv) support initiatives and pilots for the digitalization of the sector. The proposed project will be backed by solid analytical work supported by the World Bank, and other development partners, private lenders, and strong government engagement. Areas of particular focus will be:a. Digitalization and scale-up of ongoing “smart city” initiatives,b. Decarbonization of the transport sector,c. Mobilization of private sector financing for the BRT and other urban mobility infrastructure (terminals, parking, etc.), and enhancing private sector operators,d. Development of institutions and human capital,While the project is proposed as a combination of investments and institutional strengthening activities, the BRT system is expected to be developed and operated through PPP arrangements. With the principles of Complete Street approach, the project would incorporate the provision of safe, convenient, secure access and crossings for pedestrians and improved street lighting that takes into account vulnerable road users. In order to guide future development along the BRT corridor, a Corridor Development Strategy (CDS) will be prepared based on Transit-Oriented Development (TOD) principles, and engaging a diverse group of public, private, and civil society stakeholders. The CDS will establish a common and spatialized high-level vision for future urban growth along the transport corridor aiming to encourage suitable land-use mixes and higher densities of residential and commercial developments and to promote the creation of attractive and livable places around BRT stations.The estimated cost of the project is US$200 million, funded by the International Development Agency (IDA), will cover infrastructure upgrades, associated facilities, Intelligent Transport Systems (ITS), resettlement compensation, and all planned activitiesThe project is expected to be structured around four components:Component 1: Support to strengthen the transport and land use planning institutions and professionalize transport operators (US$42.0 million IDA). This component will support the institutional reform of GKMA’s in urban mobility management by establishing and operationalizing a leading organizing authority (GKMTA). This will strengthen the policy and regulatory environments for public transport and support the professionalization of informal public transport operators. Additionally, the component aims at strengthening the linkage between urban transport planning and urban growth management in the GKMA. The component will finance the following subcomponents : Subcomponent 1.1: Support the establishment and operationalization of GKMTA and technical assistance to MOT (US$10.0 M) ; Subcomponent 1.2: Professionalization of informal public transport operators in GKMA (US$4.5 M); Subcomponent 1.3: Land Use Planning and Urban Growth Management (US$6.0M); Subcomponent .4: Grants to MMDAs for Improved Local Public Transport Management (US$16.0 M); and Subcomponent 1.5: Urban Mobility Planning and Management (US$5.5M). Component 2 : Implementation of an efficient bus-based system (US$ 178.5million: US$148.5 million IDA and estimated US$30 million from private sector). This component will support the implementation of a safe, resilient, inclusive, and integrated efficient bus-based mass transit system on selected corridors in the GKMA, and includes the following subcomponents : Sub component 2.1: Efficient bus-based corridor reconstruction, rehabilitation, reconfiguration (US$135.0 M); and Subcomponent 2.2: Efficient bus-based system operationalization (US$43.5 million of which US$13.5 M IDA and US$30 M private sector). Component 3: Project Management and Monitoring and Evaluation (US$9.50 M). This component supports project management activities of the implementing entities; and includes : (i) technical assistance, equipment, training, and operating costs for the KUMAP Project Office (KUMAP-PO), implementing agencies (IAs), including establishing and implementing a comprehensive M&E system and training the IAs in environmental and social management, grievance redressal, procurement, and financial management. |
