Kuzbass Cellular Communications (KCC), an NMT-450 standard mobile operator, in Kemerovo region, a member of Sotel association, was created in June 1997, but received its license to provide mobile services in Kuzbass region in May 1998. The company is a subsidiary of Complex Telecommunications Systems. In 2000, the company had 10,000 customers and invested US$ 10 million in its network. Kemerovo based holding company Complex Telecommunication Systems held 51% of KCC and SkyLink controlled 49% of KCC through its affiliate MC-Direct in 2003. MC-Direct (a part of Accord-Tel Holding) was acquired by SkyLink at the end of 2003. KCC received a license to offer mobile communications services based on the CDMA-450 standard in April 2003. In 2003 the company already placed 32 base stations in Kemerovo, Novokuznetsk, and in other towns in the Kemerovo region and planned to double the number of stations in few months.
