Description

The development objectives of Health Results Based Financing Project for Kyrgyz Republic are to: (1) pilot performance-based payments and or enhanced supervision for quality of maternal and neonatal care in randomly selected rayon hospitals; and (2) strengthen the Government’s and providers’ capacity in performance-based contracting and monitoring and evaluating for results. This Project has two components. 1) The first component, Pilot Performance-Based Payments and Enhanced Supervision for Quality of Care, would finance a randomized controlled trial which aims to assess two alternatives for improving the quality of secondary care at the rayon hospital level: (a) an enhanced supervision scheme using a Balanced Scorecard (BSC), to assess quality at the facility level, together with a performance-based payment made against facility performance achieved on a quarterly basis; and (b) an enhanced supervision scheme using a BSC alone without performance-based payments. 2) The second component, Strengthen the Government’s and Providers’ Capacity in Performance-Based Payment Reform and Monitoring and Evaluation for results, would finance training and other technical assistance to the Ministry of Health (MOH), Mandatory Health Insurance Fund (MHIF) and providers to develop their capacity in performance-based contracting and to conduct peer review and self-monitoring and evaluation for results. It has the following three subcomponents: (i) Capacity building for the MOH and the MHIF; (ii) Capacity building for Participating Facilities; and (iii) Project coordination, management and monitoring.
