Building upon the analytical foundation of the government's vision on renewable energy development by 2030, the renewable energy scale up program is designed to follow a multiphase programmatic approach (MPA) with three phases. Achieving the vision requires sustained financing to undertake longer-term planning, concerted policy reform and regulatory measures, and infrastructure interventions- both, public financing and risk mitigation to attract private financing. The first phase will focus on development of small hydro and rehabilitation of dilapidated facilities to increase energy generation in the short term. Small HPPs will be prioritized and selected attending to strategic and economic rationale, as well as for its readiness and ability to be deliver energy in the short term to address the increasing winter energy gap. In addition, this phase will strengthen the grid to strengthen the grid to enable RE integration, with potential support from GCF. Funding for this Phase will be committed. The prosed project is aligned with the overarching goal of the Country Partnership Framework (CPF) 2019–22 to promote diversified, export-oriented, inclusive, sustainable growth, focusing on conditions for private sector investment and aligned with the CPF 2022–2027 that is currently being developed.
