Description | The La Chira Waste Water Treatment plant was a a 25-year BOT contract to supply treated water to Lima. The concessionaire was to build the necessary infrastructure to provide the national drinking water and sewer system Servicio de Agua Potable y Alcantarillado (Sedapal) with treatment services of roughly 25% of the wastewater of the Peruvian capital, covering 2.5 million people. The plant was to have an average capacity of 6.3 cubic metres a second and a maximum level of 11.3 metres a second. This was to help Peru meet its Milenium Goals of 100% treated wastewater by 2015. In November 2010 ProInversion, Peru's federal investment promotion agency awarded a 25-year PPP concession to ACCIONA Agua and the Peruvian company Graña Montero. Grana y Montero and Acciona Agua were also the EPC contractors of the project. The winning consortium beat rival groups including ACS Servicios, Comunicaciones y Energía (Spain); Consorcio Odebrecht - Foz (Brazil) and Consorcio PTAR La Chira, comprising Andrade Gutiérrez (Brazil) and Abengoa (Peru). The total project cost was The PEN280m ($104.52m. Financing comprised PEN30m ($US11.2m) equity and PEN250m ($US93.32m) 23-year term loan arranged by BBVA. Loan agreement was signed on 2 Feb 2012. Delmar & Ugarte was the legal adviser to borrower. BBVA was the financial adviser to borrower. The plant was expected to be operational in March 2014. |
