In May 2014, Colombian company Interconexion Electrica (ISA), through its subsidiary Consorcio Supervisor Transmantaro (CST), was awarded the contract to design, finance, construct, operate and maintain La Planicie-Industriales 17.8-km transmission line at the La Molina and Ate Virtarte districts (220kv). Besides CST, two other bidders took part in the process: Luz del Sur and Abengoa Peru S.A. The bidding criteria was the lowest annual revenue. CST presented the winning offer, 40% below the ceiling established by the regulatory agency. The sponsor signed a 30-year concession contract with the Peruvian Energy and Mines Ministry in September 2014. The sponsor committed to invest US$ 62 million in the project. Financial closure took place in March 2015 when a US$ 250 million credit agreement was arranged by Banco de Credito del Peru to finance five CST projects in the country, including the Planicie-Industriales transmission line. Environmental clearance was granted in August 2016, and operations were expected to commence in July 2017.
