Port Authority of Thailand (PAT) is a public utility state enterprise under the general supervision of the Ministry of Transport and Communications. Laem Chabang Port (LCP) is a commercial port under the management of PAT. LCP is comprised of 10 berths, 8 of which are leased to private sector operators who are responsible for investment in cargo handling equipment. In Dec. 1990, TIPS Co. Ltd. has been granted by PAT the concession to operate berth No. B4 in Laem Chabang Port. TIPS Co. Ltd has been established in October 1990 as a joint business venture company between the NGOW HOCK Group (Regional Container Lines Co. Ltd. (RCL), Siam Paetra International Co. Ltd. (SPIC)) and the shipping lines N.Y.K. Line and Mitsui O.S.K. Lines. 15-year contract extensions were signed in Nov. 1997 with Evergreen Container Terminal (Thailand) for terminal B2, Eastern Sea Laem Chabang Terminal for terminal B3, and TIPS for B4 calling for a doubling of container handling capacity and related equipment investments by the companies.
