The Lagos State government approved 14 licences to private operators for off-grid generation, embedded power, independent distribution, metering, and mini-grid services to reshape the electricity landscape in Lagos. The initiative aims to shift from dependence on the national grid to a decentralized, state-driven electricity system with private investment and localized power supply. Key projects include a 5.8MW off-grid power project at Cadbury Nigeria’s facility by Axxela Limited, multiple off-grid generation approvals by Daybreak Power Solutions Limited across major industrial sites, and a 9MW embedded generation project by Isolo Power Gen Limited along the Apapa–Oshodi corridor. The reforms also include the introduction of the AI-enabled "Electric Eye of Lagos" metering and monitoring system and plans for 24-hour electricity franchise zones by October 2026.
