The Lagos Urban Transport Project aims to improve the Nigerian Govenrment's capacity to manage the transport sector in the Lagos Metropolitan Area and to enhance the efficiency of the public transport network. There are five project components. The first focuses on institutional capacity building for managing and financing the transport system of metropolitan Lagos. It finances office equipment, technical assistance, training, information as well as education and communication, a detailed sectoral environmental and social assessment, the elaboration of a cost recovery strategy along with a traffic enforcement strategy, the construction of a transport authority building, and the cost of an external audit, among other activities. The second component rehabilitates the "declared" network, that is, the main public transport road network. The third component finances the preparation of a conducive regulatory framework for the private sector provision of bus services. The fourth component consists of interventions to improve modeal diversity within an integrated urban transport system by promoting the use of water transport by the private sector. It privatizes ferry services and repairs and makes spot improvements to terminals and waterways. The fifth component finds a variety of studies required to assist the implementation of transport sector policy and strategy and to prepare possible follow-on projects.
