The project was awarded to a consortium of Electricite de France (60%) and GEC Alsthom (40%) in November 1996, reaching financial closure in September 1997. The winning consortium was selected among five other competitors. It is the first entirely foreign-controlled BOT power project in China. The project ncluded a 18-year power purchase agreement. Payments were to be made in local currency but pegged to the dollar, with the sponsors bearing risk for exchange rate fluctuations of 5%, but no higher. Financing includes $300 million in export credits, backed by Coface, the French credit agency, and $160 million in commercial loans. Repayment of the export credit facility is over 15 years, and repayment of the commercial loans over 10 years. French companies will supply the bulk of the $300 million worth of equipment.
