Economic development in rural areas in Laos is hampered by the lack of secure land ownership. There is a lack of appropriate legal basis, its effective enforcement and an effective and modern cadastre system for registering and managing land ownership. The module makes a contribution to the concrete implementation of land sector reform in Laos with a focus on accelerated registration of land titles in the four project provinces, Houaphan, Xieng Khouang, Oudomxay and Sayaboury. The module builds on the foundations of the TC measures within the framework of the Land Management and Decentralized Planning (LMDP 1 - 3) project. As part of the FC module, the LaoLand-Reg cadastre software developed in LMDP is to be further developed and expanded to include the registration of land titles throughout Laos. The methods of land title allocation developed in LMDP (e.g. conflict resolution, mediation) are also to be applied and further developed on a larger scale.
