Description | Alternatives Considered The Waste Management Planning Study investigated incineration, developing a new landfill and exporting waste off-reserve. It was determined that the most economical and environmentally acceptable alternative for the community was to haul waste off-reserve and construct a waste/recycling transfer station. A formal evaluation of landfill decommissioning options was not completed however excavating the waste out of the present location and landfilling it either in a new more environmentally suitable location on-reserve or hauling it off-reserve is very capital intensive, so the most economical alternative is to manage the waste in the present location by decommissioning the site to minimize infiltration of precipitation through the waste and ensure proper site drainage to maintain the groundwater level as low as possible. Scope of Work Key elements of the project include: 1. Conducting a Hydrogeological Investigation of the site(s) to gain a better understanding of the groundwater flow direction, leachate impacts on the adjacent environment (groundwater and surface water) and to collect field data to facilitate assessment of impacts and develop appropriate mitigative measures and decommissioning plan, 2. Preparing a detailed landfill closure design for properly decommissioning/closing the landfill site(s). 3. Prepare a detailed transfer station design that will meet the needs of the community waste management system for the next 20 years. 4. Issue a public tender for construction of a new transfer station and closure of the present inactive community landfill site(s). 5. Implement the proposed construction works in accordance with the design and in compliance with generally accepted landfill closure and transfer station best management practices. 6. Provide project summary and project completion/closure documentation. |
