In February 1996, Taliworks (Langkawi) Sdn. Bhd., a wholly owned subsidiary of Taliworks Corp. Bhd. of Malaysia, was awarded a 25-year management contract to operate four water treatment plants in Padang Saga, Bukit Kemoja, Pulau Tuba and Sungai Baru and distribute the treated water on the Pulau Langkawi island in Kendah state. New capital works were to be the responsibility of the state government, while the management fees gave Taliworks an annual revenue of RM12 million. Taliworks, formally known as Carpets International Malaysia Bhd, was controlled by businessman Datuk Lim Ah Bak, who held 65.61% of its shares while the Selangor state investment arm Kumpulan Darul Ehsan Bhd owned 20% of the company. Taliworks was listed on the then Kuala Lumpur Stock Exchange in October 2000 through the reverse takeover of Carpets International Bhd.
