The “ELAN” project aims to promote clusters of expertise and compensate for the declines in second degree and higher education staff through a policy of attractiveness among students and researchers in the Caribbean. The ELAN project represents a structuring project for the Caribbean, which addresses several interdependent issues at the heart of development issues. Thus, it mainly addresses the problem of strengthening human capital, while addressing the three dimensions of the strategic intervention tightened on the limited objectives of the 2014-2020 Operational Programme: 1. Creation of wealth and jobs. 2. Sustainable development. 3. Rapprochement among the peoples of the Caribbean. Overall objective: Design of a bank of internships on a regional scale. Setting up scholarships to support mobility (entry and outgoing) student, teacher and university, as well as that of vocational training trainees and the programming of joint promotion actions, in order to increase the visibility of the offer of higher education in the West Indies. The identification of university courses of excellence in the West Indies, in the OECS states, on the main campuses of the University of the West Indies and in the two partner universities in HAITI. Better use of European student mobility programmes extended to non-EU countries. Dissemination of the positive results of the project to people through active communication on mobility opportunities in the Caribbean.
