Description

The project uses an integrated approach to promote private-sector-led growth and job creation by improving access to finance, facilitating trade, and fostering a more competitive business environment. It builds on the successes of previous initiatives, including LCTP (P164813), which supported improved trade facilitation, simplified business registration, and provided business development services to MSMEs. It also builds on the A2F Project (P174169), which supported emergency and recovery needs and the establishment of the LCGC. The project incorporates lessons from past initiatives by focusing on fewer, more impactful interventions and avoiding complex inter-ministerial coordination.The project is comprised of three components: (i) access to finance, (ii) trade facilitation and firm-level competitiveness, and (iii) project management. The project components would support the following activities:1. Access to finance: The first component focuses on expanding access to and encouraging MSMEs' use of financial services. This will be achieved through performance-based conditions (PBCs) to provide additional capital to an existing Partial Credit Guarantee (PCG) fund owned by MOF. Guarantees will alleviate collateral constraints and support the extension of average loan maturities, enabling MSMEs to obtain financing that may otherwise be inaccessible. Increased MSME credit is expected to support business expansion, job creation, and broader economic resilience. The PCG will focus on enhancing access to finance for women-led MSMEs.2. Trade facilitation and firm-level competitiveness: The second component will deepen and strengthen existing markets. It will finance the implementation of a digital trading platform, enhance trade coordination and collaboration, and improve risk management, leading to better targeting. Firm-level enhancements will include a third iteration of the Lao PDR Business Assistance Facility (BAF-3) to support private enterprises accessing advisory services through a matching grant program. It will improve the business environment by reducing administrative burdens, enhancing regulatory certainty, and increasing transparency.3. Project management: The third component will provide technical, advisory, and financial support to ensure effective implementation, management, and coordination of project activities. These mutually reinforcing and complementary activities provide a comprehensive framework to promote private sector growth and job creation. To promote economic resilience and development, the project will support the graduation of MSMEs as they transition from micro to small to medium-sized enterprises, whereby they reduce their reliance on matching grants and increase their utilization of credit enhancement products that mobilize private capital. The project is designed to support private sector firms transitioning through the business lifecycle.
