Description | On December 21, 2006 the Lazaro Cardenas port authority APILAC awarded Terminales Portuarias del Pacífico (TPP) a 25 year greenfield contract to build and operate a mineral terminal in the port of Lazaro Cardenas, Mexico. The contract was extendable by up to ten years upon expiration. Terminales Portuarias del Pacífico (TPP) was a special purpose vehicle comprised of: Carbonser [Mexico, 50%] and Transenergy [USA, 50%]. Grupo Mexicano de Desarrollo (GMD) [Mexico] and Technit SA [Mexico] owned Carbonser in equal parts. Transenergy [USA] was a subsidiary of Cemex USA which was a subsidiary of Cemex [Mexico]. Total investment commitments for the project were estimated at US $50 million. The terminal was to be built in two stages and included two new docks, mooring positions and a canal. The project received approval from Mexico’s federal secretary of communications and transportation (SCT) on March 28, 2007. In June of that year, construction started on the first phase of the project. Phase one was scheduled for completion by fourth quarter 2008. Construction was pushed back due to the financial crisis of 2009. the project is due to become operational in July 2012. The project became operational in July 2012. Throughput capacity was missing. |
