The main development objectives of the Ba'albeck Water and Wastewater Project include 1) developing and strengthening the capacity of the water and irrigation authorities; 2) improving population coverage and customer access to satisfactory water supply and wastewater services; 3) involving the private sector in the operation and maintenance of the water and wastewater facilities; and 4) rationalizing the use of water by introducing water meters. There are five project components. The first component establishes a technical support unit that assists in strengthening existing water authorities and in preparing for their consolidation under one regional authority with the integration of water. This includes a comprehensive training program. The second component extends water distribution mains and house connections to increase water supply coverage. The third component improves and increases service coverage for wastewater collection and treatment. It provides treated effluents and sludge suitable for agricultural reuse. The fourth component comprises service contracts covering the water and sewage networks, the water supply facilities, and the wastewater treatment plant. The fifth component includes supervision of construction works and service contracts; and some specific studies.
