Description | As an introduction to the Facility for Stabilization and Transition (TAHIL), a pilot project in the housing sector is to be implemented in Lebanon. The aim of the project is to strengthen the local population's capacity to accommodate refugees and to provide them with adequate housing on the basis of transparent and secure tenancy agreements. This is intended to contribute to meeting the basic need of refugees for housing and to improving coexistence with the host population. The FC project comprises three modules: 1) renovation of apartments that are made available to refugees rent-free for a limited period of time, 2) legal assistance and advice for refugees and landlords, 3) municipal infrastructure projects in communities with a high number of refugees. Accompanying studies will be used to evaluate the pilot project after completion, as well as to analyze the Lebanese housing market and develop sustainable approaches to strengthening the supply side. The measures are to be implemented in governorates of the Bekaa Valley and northern Lebanon, where the number of both refugees and Lebanese living below the poverty line is particularly high. The project is being run by the non-governmental organization Norwegian Refugee Council (NRC), which is one of the largest and most effective actors in the shelter sector in Lebanon. Up to 79,000 Syrian refugees and Lebanese affected by the crisis will benefit from the project. The total cost is EUR 13 million and is to be financed entirely from the German contribution. The accompanying housing market study is to be financed - if possible - from SFF funds. The implementation period is 21 months. |
