Description

Description

The main parameter of the project is to strengthen governance around public procurement through enhanced transparency and information access. It will assist the Public Procurement Authority / Central Tender Board (PPA/CTB) in (i) establishing the central electronic platform/ portal, use of which will be mandatory as per the provisions of the new law, where procurement notices, plans, documents, data and reports will be published, freely and systematically accessible to stakeholders; and (ii) basic functions for an e-procurement system will be developed. Interfaces will be provided to enable users to upload data in compliance with the new law. The project will support capacity building for relevant stakeholders, prioritizing PPA in its new mandate of regulator, its institutional dynamics and the use/ maintenance of the central electronic platform, and IDF in its training role and mandate. The project will ensure that the system is legally and functionally viable at the time of the new Law entry into force. Minor Information Technology equipment shall be procured for the use of PPA. No construction or procurement of works are envisaged in the project.
