Leon Wastewater project

In 1994 the State government of Guanajuato, Mexico, awarded a build, own and transfer contract for a wastewater treatment plant in the city of Leon to private company private German-Mexican firm ECOSYS III SA de CV. The wastewater plant was to have a primary capacity of 2500 liters per second and was expected to cost $25 million. The city of Leon was the largest city in the State of Guanajuato with a population of 1.1 million. The tender process for a treatment plant in Leon started in 1992, but a contract was not signed until 1994. The start of the construction phase of the plant was delayed until 1998. The facility became operational in September 2000. In 1998 Azurix, the water arm of US Enron Corporation, purchased a 49 percent stake in the Leon plant. In 2002 Azurix sold the stake to French company Suez, part of deal marked Azurix’s exit from the country. In 2002 the Leon plant was 49 percent owned by Suzez and 51 percent by Mexican mining company Industrias Penoles. http://www.sapal.gob.mx/planta04/planta.htm None
