Description | The objective of the Public Sector Foundations for Service Delivery Project for Lesotho is to strengthen expenditure controls and improve the delivery of selected digital public services. The project has four components. (1) The expenditure management strengthening component will support the strengthening of expenditure management functions, including in the areas of asset and procurement management. (2) Human Resource Management and Organizational Transformation component will strengthen human resource practices and enable more effective management of the public sector payroll. (3) Shared digital government foundations component will put in place an enabling environment to support digital transformation and a shared DPI, improve coordination and data exchange between and within ministries for more efficient delivery of selected services, and reduce the risk of disruption, loss and misuse of critical data and IT resources by strengthening cybersecurity infrastructure. (4) Reform coordination and project management support component will support effective project management, respond to risks, and foster coordination between implementing MDAs, change management activities, and other related change initiatives. The component will finance: (a) project implementation team (PIT) costs for staff/consultants in areas of project management, project coordination, fiduciary (e.g., procurement, financial management), monitoring and evaluation, environmental and social standards, project communication; independent audits; training for the PIT and implementing partners; (b) deployment of quality assurance experts for the procurement and implementation of management information systems and digital solutions; (c) strategic communications; (d) change management support for strategies, process changes and sensitization of public sector employees to ongoing reforms and other related change initiatives; (e) change management support for the Public Service Commission to adopt and adapt competency models in the selection of civil servants; (f) change management for the digital transformation of government staff and citizens; (g) technical assistance for the development of an agile approach to monitoring and evaluation in line with problem-driven principles; and (h) curriculum review and design of digital skills trainings for civil servants and citizens. |
