In August 2013, a local private company Anhui Shengyun Machinery Company Limited signed a BOT contract to finance, build and operate a solid waste incineration power plant in Lhasa, capital of Tibetan Autonomous Region. Anhui Shengyun got the project through direction negotiation with the Lhasa Municipal Government. The total investment was US$ 102.55 million (RMB 630 million) and Anhui Shengyun had a 100% stake in the project. Once completed the facility can process 1050 tons of solid waste per day and had a power generation capacity of 22.5MW. The first phase had a solid waste treatment capacity of 700 tons per day and power generation capacity of 15MW. The concession term was 30 years on top of 18 months of construction period. The initial solid waste treatment tariff was 110 Yuan per ton and the tariff would be adjusted according to a formulae in the concession agreement. Construction commenced in April 2014.
