Description

Description

Liberty Power Company developed a $244 million, 235-MW, power plant. Liberty Power was a consortium of Infrastructure Capital Group, Tenaga Nasional Berhad, and Entergy Power Development Corporation, a subsidiary of Entergy Corporation. Total equity for the project was $70 million. The target completion date for the project was Nov. 30, 1997, but the plant did not reach its commercial operations date until Sep. 10, 2001. There were plans to expand the project to 470-MW at a later stage. Through a fuel supply agreement with the Qadirpur Co, low BTU gas from the Qadirpur gas field was to fuel the plant. Tenaga Nasional increased its stake in Liberty Power from an initial 20% to 62% in 1998 and to 100% in 1999. As of December 2008, Tenaga Nasional was operating the plant through its wholly owned subsidiary, TNB Liberty Power Ltd. The company has a 25-year power purchase agreement with WAPDA, with a tariff of US$ 0.05 per unit for the first 10 years.
