Description

In August 2010, Concesionaria Bicentenario, comprised of CONSTRUCCIONES RUBAU, S.A. [Spain, 50%] and Constructora y Pavimentadora VISE [Mexico, 50%] closed financing for a 30-year concession contract involves building, operating and maintaining the 29.4km Libramiento de Culaya Toll Road, formerly known as Arco Norte. The project was divided into two highway sections: building Libramiento Nororiente, a 12.9km greenfield stretch just north of Celaya municipality, and rehabilitating the 16.5km brownfield Libramiento Sur stretch of the toll road. The project was awarded to Concesionario Bicentenario in June 2010 by the state government of Guanajuato and had six final bidders. The competitive tender was launched in June 2009. The project had an estimated cost of US $122 million project and reached financial closure through the signing of a term loan with Banco del Bajío for US $73.90 million with a 16 year tenor. The project had an debt to equity ratio of approximately 61:39.
