Mexico's Omega Construcciones Industriales, part of Grupo Omega, won a 30-year concession to build, operate, and transfer the 14 km Libramiento de Matehuala highway. The concession was granted by the national transport and communications ministry, SCT, after Grupo Omega submitted their investment offer of US$38.7 million (400 million mexican pesos). The highway, located in the center-north San luis Potosi state, was expected to be built in 15 months after the initiation of construction in August 2003. The road network will include a four-lane 14 kilometer highway. Tolls were initially set at 12 pesos per bus and 7 pesos per car. 8,200 vehicles per day were expected to use the fully operational highway. Financing for the estimated US$38.7 million project was provided 45 percent by Grupo Omega and 55 percent by a combination of Banobras, the state developemnt bank, and Finfra, the national infrastructure trust fund.
