Libramiento Poniente de Tampico is a 15- km toll road operated by one of the largest Mexican construction companies, ICA S.A. de C.V. Financial closure was initially achieved as follows: 25% in sponsor's equity; 75% in debt from Serfin. Because of the devaluation occurred in Mexico in 1994 as well as problems related to the concession contract (the volume of actual traffic daily of 800 vehicles is much lower than the estimated amount, 2,500; the toll rates are considered very high), this concession project is among the 23 projects turned back to the government in the end of 1997. The government will pay the debts related to the projects and the private companies will operate the toll roads until 1999. Obs: all values were converted to 1989 values (originally they were in 1993 values).
