The program component financed as part of the FC project includes measures for the reconstruction and repair of municipal and important private sector infrastructure. The aim of these measures is to improve the local population's access to basic municipal services and thus generate a visible peace dividend for the population that can be attributed to the government's actions by the GNA (module objective). Through a balanced selection of the municipalities to be supported, the measures should benefit as many ethnic or tribal groups as possible in a non-discriminatory manner, provided that they support the basic agreements of the LPA. The supported measures make a direct contribution to the development goals (SDGs) 3 (combating disease), 4 (education), 6 (water supply) and 16 (peace, justice and sustainable institutions). The target group includes the population in the municipalities selected by the SLF's Stabilization Project Board. So far, these are Benghazi, with 630,000 inhabitants, the second largest city in Libya after Tripoli and an important economic center of the country, Awbari, a provincial capital with around 40,000 inhabitants in the southwest of the country, and the small town of Kikla in the northeast with around 10,000 inhabitants. For these municipalities, repair measures with high urgency have already been identified as part of a so-called needs assessment. There are also plans to extend the program to the port city of Sirte with around 80,000 inhabitants and the regional capital Sebha with around 100,000 inhabitants.
