Description

The Linha Amarela Beltway is a 15 km three lane dual carriageway motorway linking two areas of Rio de Janeiro. The concession contract was awarded to Construtora OAS in 1994. In 1995, an specific purpose enterprise, Linha Amarela SA (LAMSA), was created. In 1997, Previ (Banco do Brasil Pension Fund) acquired 83% of the total capital of LAMSA. The construction works finished in 1997 and LAMSA started charging toll fares in 1998. Financing for the project has been achieved as follows: the municipality will contribute with US$ 102.8 million and the private company with US$ 56.5 million (of this amount, US$ 24.3 million has been financed with sponsor's (OAS) own resources, US$ 23 million has been provided by the IADB - US$ 14 million IADB loan and US$ 11 million participation of Deutsch-Sudamerikanische Bank - and US$ 5.6 million has been financed by BNDES, the Brazilian development bank). Estimated average daily traffic flow: 50,000 vehicles.(Note: all above values were converted to 1994 values). In 1999, the IADB approved an additional US$ 20 million loan package to Linha Amarela: an US$ 10 million direct loan and an US$ 10 million in syndication. In 2002, the corporate control of LAMSA was transfered to Invepar - Investimentos e PArticipacoes em Infra-estrutura SA, a holding company that also controls Concessionaria Litoral Norte (CLN). As of December 2003, LAMSA was a wholly-owned subsidiary of Invepar. Invepar, in its turn, was controlled by Construtora OAS (17%) and Previ (83%). The investments undertaken by Linha Amarela, year by year were: 1995 – US$ 14.1 million (R$ 13 million) 1996 – US$ 56.7 million (R$ 57 million) 1997 – US$ 16.8 million (R$ 18.1 million) 1998 – US$ 1 million (R$ 1.2 million) 1999 – US$ 26.8 million (R$ 48.7 million) 2000 – US$ 14.4 million (R$ 26.3 million) 2001 - US$ 0.7 million (R$ 1.7 million ) 2002 – US$ 0.6 million (R$ 1.8 million) 2003 - US$ 6.2 million (R$ 18.6 million)
