Lipetsk Mobile provides mobile communication services in Lipetsk and Lipetsk Oblast with a population of 1.2 million people. The company received its license to operate a AMPS 800 cellular network in the region in January 1995. The company was created as a joint venture between the local access carrier and Vostok Mobile, a subsidiary of Global Telesystems Group. The company started its commerical operations in June 1995. The network covered Lipetsk, Elets, and Gryazi by the end of 1997 when it had 1,500 subscribers. Luncent Technologies and AT&T delivered the equipment. In January 2001 Vostok Mobile was acquired by MCT Corp. Lipetsk Mobile provides services under the brand name INDIGO which was introduced in May 2001 by MCT Corp. and unites 13 operators in Russia and CIS. In November 2005 Tele2 acquired Lipetsk Mobile and incorporated it into the Tele2 Russia brand.
