Xinmin CWC was the joint venture between China Water Company (92%) and the state-owned Xinmin Water Supply Company. As of 2002, CWC was owned by Thames Water (a subsidiary of RWE) (48.8%) and Sime Darby Bhd. of Malaysia (33.3%). The project consisted of 1) drilling 10 deep wells along the bank of the Liu River to extract raw water; 2) constructing a 4.5 km connecting pipeline to the plant; and 3) constructing a plant to treat 40,000 tons of water per day.
