Description

Description

The proposed second phase of the Livestock and Fisheries Sector Development Project (LFSDP II) is the continuation of the on-going LFSDP. The project aims to set a functional, sustainable, and vibrant economic unit across the 5 VCs (Dairy, Poultry, Red meat, Fishery, and Apiculture) in highland and central highlands of Ethiopia in eight regions. The Development Objectives of the project (PDO) are to increase Productivity, Commercialization and Climate Resilience of Smallholder value chain actors in Livestock and Fisheries Sector in the Project Areas. The project seeks to increase productivity while building social resilience towards climate change. It also aims to address market-oriented livestock production and livestock-based agribusiness development, key national issues such as food and nutrition security, youth unemployment, poverty reduction, technology generation & adoption and economic development in livestock sector. The geographic coverage will focus on the rural and peri-urban areas of the high potential highland regions covering 184 woredas in 10 regions and 2 city administrations. The regions are Amhara, Tigray, Oromia, Benishangul, Gambella, Southwest Ethiopia, South Ethiopia, Central Ethiopia, Sidama and Harari Regions while the two city administrations are Diredawa and Addis Ababa. The total proposed financing request is US$450 million from IDA. Targeted beneficiaries include: (i) smallholder and commercial farmers; (ii) formally registered farmer cooperatives and unions. including existing cooperatives & unions formed under LFSDP-I and new members; (iii) rural youth and women (vi) Small and Medium Enterprises (SMEs) in the project woredas that provide livestock and fishery services or inputs; (v) private sector livestock and fishery service providers, agro-processers & input dealers; and (vi) public livestock and fishery service providers. The Project will support targets to address 2 million direct and 16.8 million indirect beneficiaries. The Project will promote private-sector engagement across project regions. This engagement can address challenges pertinent to market development in more-sustainable way and support communities to achieve economic development; however, LFSDP II will not provide financial support to the private sector as well as SMEs. The support will focus on creating market linkage and capacity building for improved service delivery. Project Institutional and Implementation Arrangements: The implementing agency is the Ministry of Agriculture (MoA). Project implementation will follow the existing Government structures. With regard to planning, implementation, and communication MoA will establish Project Coordination Units (PCUs) at Federal (FPCU), Regional (RPCU), and Woreda Levels (WPCU) to new project regions and woredas and strengthen for already existing ones. Likewise, Project Steering and Technical Committees will be established at all levels. The Agriculture Transformation Agency (ATA), the Ethiopian Cooperative Commission (ECC) and Ethiopian Institute of Agricultural Research (EIAR) will have key role in supporting the project implementation process. Likewise, Partnerships with CGIAR Center particularly ICARDA and ILRI will technically support the Project. Private actors like processors, SMEs, agro-enterprises and/or agro-industries involved in large-scale processing (and possibly located in agro-industrial parks), supermarkets, hotels, restaurants will be involved in the productive partnerships established between producers and processors/off-takers.The Project proposes three interconnected components and the fourth component focusing on Project Management, Monitoring and Evaluation and learning. Component 1 which is Transforming Livestock Values Chains for Enhanced Commercialization focus on infrastructure development, capacity development and access to finance to value chain actors for commercialization. Primary and advanced level specialized cooperatives and unions engaged in dairy, red meat, poultry, fishery, apiculture and feed production and marketing activities will be supported. Meanwhile, livestock market infrastructure and market services will be established. Capacity building activities along with in-kind support will be provided along the targeted value chains. Component 2 will focus on Productivity and Climate Resilience. Interventions related to breed and herd improvement, animal feed, health, animal husbandry management, livestock related infrastructure development, facilities upgrading, will be supported by the component. To enhance production of genetic material and cross breeding initiative cattle dairy cross breeding farms will be strengthen and rehabilitated. Sexed embryo transfer approach will be promoted. Artificial Insemination (AI) utilization through synchronizing hormones will be supported by the regional livestock sectors. In collaboration with ICARDA and LDI, community-based breeding program (CBBP) activities will be implemented & upscaled across regions. Modernizing the service such as regional fish hatcheries, fish & aquatic life research centers, vaccine production centers and animal health clinics will be strengthened and functioning to their capacity.Component 3 will focus on Enhancing Implementation Capacity of National Programs and Services Delivery. The component will promote institutional strengthening through capacity building of the GoE, establishment or upgrading of institutional set ups, develop livestock related policies, regulations, and plans. The institutional, organizational, and human resource capacity building support will be provided to project staff, implementing agencies and project beneficiaries. Input (including critical field equipment), extension, and advisory services will be provided to regional project coordination units and national and regional government organizations. National breeding policy and breeding strategies developed for the different livestock commodities including dairy, small ruminants, and poultry will be rolled out. Likewise, national feed resource development strategies will be developed and rolled out. Component 4 will focus on Project Coordination, Monitoring, Evaluation and Knowledge Management. Coordination of project activities will be led by Federal, Regional and Woreda level staff. The project will establish a functional M&E system with dedicated M&E specialists at Federal and Regional levels. This will ensure systematic tracking of progress, assess performance and measure impact of interventions.
