The Local Authorities Development Program Project for Senegal aims to: (a) strengthen the capacity of urban municipalities to improve resource mobilization, and municipal and urban management; and (b) increase access to and quality of public infrastructure and services in urban areas. There are three project components. Component A, Institutional Development and Capacity Building, (will be carried out along two tracks: (a) implementation of the Municipal Adjustment Program for the local authorities (67 urban municipalities, urban community of Dakar (CADAK), and the urban community of Rufisque (CAR)) - the content of these programs will be detailed in each Municipal Contract as well as within the two specific contracts for CADAK and CAR; and (b) cross-cutting measures and support for the Government agencies, selected ministries, and the Municipal Development Agency (MDA). Component B, Municipal and Inter-communal Physical Investments, will be carried out along two tracks: (a) municipal contracts for the implementation of priority investment programs and priority maintenance programs; and (b) larger inter-communal projects for the Dakar metropolitan area. This amount includes the fees to be paid to the Contract Management Agency. Component C, Support to Project Implementation, and Monitoring and Evaluation will provide project implementation financing, including staff, operating costs, monitoring and evaluation, and cost of audits.
